The Regional Fund
The Regional Fund is a part of the Transportation Fund for Clean Air (TFCA) grant program, which is funded by a $4 surcharge on motor vehicles registered in the Bay Area.

Available Funds

For Fiscal Year 2009/2010, the Air District estimates that up to $10 million dollars may be available in the TFCA Regional Fund funding cycle for allocation on a competitive basis to eligible projects. The minimum grant amount for a single project is $10,000 and the maximum total funding is $1.5 million per public agency and $500,000 per non-public entity.

Eligible Project Types

The TFCA Regional Fund covers a range of project types including:

  •   the purchase or lease of alternative-fuel/hybrid vehicles,
  •   shuttle and feeder bus service to train stations, ferry terminals or airports,
  •   ridesharing programs to encourage carpool and transit use, and
  •   vehicle-based advanced technology demonstrations. 

Note that bicycle facility improvements such as bicycle lanes, racks, and lockers are handled under a separate Bicycle Facility Program, and not under the TFCA Regional Fund process.

Who Can Apply?

Any public agency sponsoring an eligible project within the jurisdiction of the Air District is eligible to apply for TFCA Regional Fund grants. Eligible public agencies include cities, counties, transit districts, school districts, and other special purpose agencies. The Air District’s jurisdiction encompasses all of Alameda , Contra Costa, Marin, Napa , San Francisco , San Mateo , and Santa Clara counties, and the southern parts of Solano and Sonoma counties.

 

Non-public entities can also apply for TFCA Regional Fund grants implement heavy-duty alternative-fuel vehicle projects.

Workshops

Air District staff will schedule multiple workshops on eligible project types. The purpose of the workshops will be to assist potential applicants in preparing sound project proposals, and to answer questions about the grant application and funding process. Workshops scheduled are listed below.
