The District is issuing a proposed Statement
of Basis and proposed permit conditions for the amended Prevention of
Significant Deterioration ("PSD") Permit (application # 15487)
for the Russell City Energy Center, a natural gas-fired, combined cycle
power plant with a nominal output of 600 megawatts. It is proposed
by Russell City Energy Company, LLC, an affiliate of Calpine Corporation,
and is to be located in Hayward, CA. A public hearing at Hayward City
Hall was held on January 21, 2009. The public comment period was extended
to February 6, 2009.
