Program Information

The Source Test Section provides the District with the expertise and equipment necessary to determine type and quantity of pollutants emitted from sources by sampling the effluent stream. Quantification of pollutants allows determination of source compliance status and recommendation of a Notice of Violation, if necessary. The section is one component of the support services provided by the Technical Department.

Primary functions of the Source Test Program are:

1 Conduct analytical source tests
2 Conduct performance audits on Continuous Emissions Monitoring (CEM) and Predictive Emissions Monitoring (PEM) systems
3 Review and determine acceptability of third party source tests
4 Research and develop new analytical source test procedures
5 Produce engineering studies, based on test data, used to:
  • determine compliance status for specific source categories
  • determine whether to issue Permits to Operate
  • update the emissions inventory
  • determine actual abatement control effectiveness
  • provide data and technical assistance for District studies
  • develop applicable standards for new or revised Regulations
